I have downloaded the Cloud Library with all demos but I cannot open any of then on visual studio 2013 in order to use Windows embedded compact 2013.
Am I missing something?

Those samples were part of our old libraries that were supported only on PXA and Tegra-based modules and only up to Windows CE 7.
If you need cloud connectivity you may check the Azure IoT SDK (there is a porting for Windows CE) or try to port C SDKs for other operating systems.
