There is no text-to-speech (TTS) support in WEC2013 (it isn’t there in WEC7, too). To add TTS functionality to your device, you need to include a 3rd party solution.
We have no experience with TTS, so I’m afraid we cannot provide support on this. I just found a few open source and commercial solutions in a quick Google search. The list is neither complete nor does it mean that they actually work on your system.
