V1.3b4 Windows Embedded Compact image and BSPs for iMX6 modules

We are pleased to announce the Windows Embedded Compact 7 & 2013 BSP and image, V1.3b4 release for Apalis iMX6 and Colibri iMX6 modules.
Key features/bug fixes in this release include:
- support for DVFS (disabled by default and documented here)
- support for MIPI camera interface (Apalis only)
- improved boot time
